Ten Steps to Creating Insanely Great Apps — First Hour (5:00 – 6:00 P)
The user experience is a critical but often overlooked factor in the adoption, utilization and success of mobile apps. Effective user design creates a compelling, intuitive, engaging and satisfying user experience. Get it right and watch users eagerly embrace your app. Miss the mark and your program may languish.
Tim will share a ten-step guideline for defining the user experience. This model flips traditional approaches on end as it uses business objectives and user expectations to define and drive the development process. Using this model, Agilex has developed top-rated apps for a number of government agencies, including Amtrak, Census Bureau, VA, U.S. Army and U.S. Postal Service.
Integrating Agile Across IT Operations — Second Hour (6:00 – 7:00 P)
An enterprise plan for scaling agile from the team to the program to the portfolio level can allow organizations to capitalize of continuous deployment, DevOps and service-based resource models. What's often needed is a framework to bring together contributors and stakeholders from across the enterprise.
Tim will discuss our approach to building an integrated development environment to drive quality though automation, reduce risk with greater transparency, accelerate delivery, and lower costs through the use of performance metrics. This cloud-based infrastructure has been used to support projects with 200 developers or more.

About Agilex CTO Tim Hoechst
Tim Hoechst leads the company’s Technology Innovation Center – Agilex’ in-house research & product development organization – and is a member of the company’s senior management team. In addition, he serves as the executive sponsor for many of the company’s most strategic client engagements. For his leadership on federal IT issues, Hoechst was named the 2011 Government Contracting CTO Innovator of the Year in the small business category and is also a recipient of the 2011 Federal 100 Award.
Prior to joining Agilex, Mr. Hoechst spent 19 years at Oracle Corporation in a variety of roles. Most recently, he was a Senior Vice President in the Public Sector Division, leading the technical professionals that supported Oracle’s Government clients in the United States and Canada. Many of their innovations have become part of the Oracle product line and are used extensively by Oracle’s customers throughout the world.
As the Chief Technology Executive for Oracle in the Public Sector, Mr. Hoechst was also a spokesperson for Oracle on technical and industry issues. He represented Oracle with customers, at conferences, on Capitol Hill, and in the media. He also served in an advisory capacity with several Government organizations addressing science and technology issues.
Mr. Hoechst joined Oracle in 1988 as a consultant and built information systems for many of Oracle’s largest federal customers including the Departments of Defense and Veterans Affairs, the Internal Revenue Service and the United States Postal Service. In 1990, he coauthored a book called Guide To Oracle as part of McGraw-Hill’s Database Experts Series.
Hoechst received his bachelor’s degree in Computer Science from Harvard University.
