Is it wrong to leave a dog chained outside?

One Winter Springs woman says yes, and she's trying to get a law on the books against it.

"Tying up a dog or chaining a dog in the Florida summer heat is extremely cruel."

Carla Wilson's been on a personal crusade since February of last year to get Seminole County commissioners to make chaining a dog illegal.

She says taking the chains off would be good for dogs and people because chained dogs are more likely to bite.

"Chaining causes aggression in dogs because dogs are pack animals. They have a flee or fight mentality."

The county animal control board is working on an ordinance that would put some restrictions on chaining. They plan to present it to county commissioners later on this year.�
