Austin Writers web-board

As discussed at the first meetup, I've set up a bulletin board for the
group. There's no requirement to use this, obviously, but it does
allow us a neutral place to talk about or share writing between
meetups more manageably than by email alone. It also allows the
community to grow by word of mouth rather than only through The server space is my own, so we can set its course

We may find that no-one likes or wants to use the board, but it's
there to try out. I've added a few starting topic areas. It does
take registering an account specifically for the board, but it's
immediate if I've set it up properly.
