Presenters’ Bios

Director of Privacy Education & Policy
California Department of Justice, Office of the Attorney General

Joanne McNabb became Director of Privacy Education and Policy in the Privacy Enforcement and Protection Unit in the California Department of Justice. The Unit protects Californians’ constitutionally guaranteed right to privacy through civil enforcement of state and federal privacy laws, educates consumers and businesses, and makes recommendations to the Attorney General on privacy matters.

McNabb is a Certified Information Privacy Professional, with specializations in Government and Information Technology. She serves on the Privacy Advisory Committee to the U.S. Department of Homeland Security and is a Fellow of the Ponemon Institute, a research center on privacy, data protection and information security policy.

From 2001 until 2012, McNabb was chief of the California Office of Privacy Protection, which was a resource and advocate on privacy issues. Before that she worked in public affairs and marketing, in both the public and private sectors, including five years with an international marketing company in France.

Ms. McNabb attended Occidental College and holds a master’s degree in Medieval Literature from the University of California, Davis.

Thomas Brown, Partner

Thomas Brown is a partner in the Antitrust and Competition and the Global Banking and Payment Systems practices at Paul Hastings LLP. He is based in the firm’s San Francisco office.

Mr. Brown’s practice focuses on competition law and legal issues affecting the financial services industry. In addition to strategically advising payment systems and financial services clients across a broad spectrum of regulatory issues, he has litigated notable antitrust cases, including class actions, in the financial services industry for more than fifteen years.

Immediately prior to private practice, Mr. Brown was Vice President, Senior Counsel at Visa U.S.A. Inc. There he was responsible for managing the aftermath of the settlement in In re Visa Check/MasterMoney Antitrust Litigation, including the dozens of consumer class actions that were filed following the settlement. He was also deeply involved in the company’s transformation from a co-op to a shareholder owned company.

Mr. Brown attended Columbia University in 1992 and holds a JD degree from the University of Chicago Law School.

Richard Tilghman
Senior Director (Distinguished Designer), Head of Global Interaction Design

Richard Tilghman is a visionary, industry recognized User Experience (UX) thought leader, Rick has delivered ground-breaking UX strategies and cross-channel experiences for companies as varied as HBO, Bloomberg, Avis, Citi, and Fidelity. He is currently a Senior Director / Distinguished Designer with PayPal (part of eBay, Inc), the leader in worldwide digital payments. As Head of Global Interaction Design, he's redefining PayPal’s customer experience, fostering a unified, "global and local", adaptive, and user-centered servicing model.

Prior to joining PayPal Rick was Director, User Experience, at Roundarch Isobar, a premier digital consultancy. He led much of their ground-breaking experience strategy and design work (HBO, Bloomberg Sports, Citi, etc.), established their industry leading UX capabilities, and developed their top UX talent. During his tenure UX grew 500%, with the company sold for over $125+ million in early 2012. Rick also founded a digital consultancy, Nodal PT, and has worked for a number of start-ups and digital agencies. He graduated from the University of Pennsylvania in 1997.
