Looking for a Web Developer/Frontend Engineer for a website project with the World Bank

Hi guys,
Sorry for this blunt approach, but my best friend works for the World Bank in DC and is in the process of staffing a website project for a Trust Fund. The website, which needs to be built from scratch, will have lots of content in the end and a few interactive features (only a few of them are required for Phase 1 though).
Here is the the official job posting:
"Looking for a Web Developer/Frontend Engineer to develop a website for a Trust Fund, supervised/maintained by the World Bank. One of the tasks would be to set up an SQL database for bibliography management using Zotero and refbase. In addition, page templates in HTML and CSS need to be created and added into the in-house CMS.
Extensive knowledge in state-of-the-art HTML, CSS, and JavaScript as well as experience with a server-side scripting language (PHP, ASP) and SQL are required.
The client is based in DC, but working remotely is possible. More info about the project is available upon request."
