"I strongly support the creation of a marine protected area (MPA) at the North County reefs, specifically Swami's.
Marine protected areas preserve entire ecosystems, the ocean's natural heritage and intrinsic value, and are a
powerful tool to conserve and restore biodiversity. MPAs also provide benefits to cultural resources and can help
sustain local economies. In addition, MPAs contribute to healthier, more resilient ocean ecosystems that can better withstand a wide range of impacts from pollution to climate change. I strongly urge the City of Encinitas, the MLPA Blue Ribbon Task Force, and the California Department of Fish and Game to support the creation of an MPA around Swami's.

By establishing a marine protection area in Swami's, we protect and replicate the closest persistent kelp forest south of the proposed Palos Verdes State Marine Reserve. In addition to a number of key habitats, an MPA around Swami's would preserve a naturally bio-diverse biological interaction with the permanently open outlet of San Elijo Lagoon, also proposed as a State Marine Reserve. The proposed Swami's MPA incorporates two existing ocean State Marine Conservation Area's at Encinitas and San Elijo, fronting state beaches and a large campground catering to surfers, divers, families and beach goers."
