help learning Chinese

I was wondering what resources the group might suggest as the best way for someone like myself (born to an english speaking family) to learn to speak Chinese on a budget? I have very little extra money at the end of the month, so I can not afford $150 a month to take classes at the local language schools, nor can I afford to buy programs like Rosetta Stone. So any suggestions that you can toss my way, would be greatly appreciated.

So far I am reading text books from the library and listening to audio tapes. I do have a friend that speaks Chinese, so I think that will help some, but would like more help than the occasional phone call with her ;)

What's your goal of learning Chinese? The approach will vary depending on your goal I guess
