This rally is to try to bring back funding as originally approved by Missourians for our Vets.
RESOLUTION NO. 1-2014
Subject: The Veterans Capital Improvement Trust Fund
Whereas, Missouri Association of Veteran Organizations (MAVO) is a coalition of 22 veterans service organizations formed to advocate for veterans issues in the Legislature and with the Governor: and
Whereas, the people of Missouri voted in 1992 to establish the Missouri Veterans Capital Improvements Trust Fund and support The Fund with the proceeds from a one dollar increase in the admission fee to the casino boats, and
Whereas, The Fund was used in the 1990s to build three new veterans homes and make major renovations in two homes and construct five new veterans cemeteries, and
Whereas, in 1999, at the initiative of the Governor, the Legislature diverted future incoming proceeds to early childhood programs and left a minimal three million dollars coming to The Fund, and
Whereas, the Legislatures continued to appropriate substantial amounts of money from The Fund to other programs, ex. Ten Million dollars to the World War One Memorial in Kansas City, and
Whereas, in fiscal year 2013 and again in fiscal year 2014, the Governor and the Legislature withdrew all General Revenue funds from the Veterans Commission budget requiring the Veterans Commission be funded, entirely, from The Fund, and
Whereas, there are currently 1350 beds in OUR veteran’s home and the waiting list for placements in the homes exceed 1900 beds;
Now, therefore, be it resolved that we, the members of MAVO and, on behalf of all present and future veterans of Missouri strongly urge the Missouri Governor and Missouri Legislature to appropriate sufficient general revenue funds to the operation of the Veterans Commission and allow the return of The Veterans Capital Improvement Trust Fund to its original purpose as expressed by a majority vote of Missourians.
