A question about getting permission to use public, unused lot for garden

Hi, I just moved to Brooklyn and have my eye on this small, overgrown lot that is fenced in and locked (it has a sign that says it's property of the NY Dept. of Transportation). I sent them in email, but doubt I'll get a response. Has anyone succeeded in getting permission to use this type of lot to start a garden? (it would definitely be a positive contribution to the neighborhood, as it's behind a subway stop and currently people just throw their trash all around and over the fence, etc.)

Could be leased by NYC trans but privately owned. Ask the closest fire station. They will know. That's was the deal with the garden I just picked up.
