I guess you could count this as a victory. Religion should not be promoted by governmental agencies and in a way you could look at it as ending at least with the Ft. Worth transportation authority.

It's not a victory. It's the start of a battle. The mistake was not asserting the protection of religion at the same time as expressing the atheist thought. The atheist ads should both assert the constitutional right and then state the belief.
