A body of evidence exists that suggests well-designed preschool education programs produce long-term improvements in school success.  Furthermore, early-childhood development is the foundation of our young people’s future; positive outcomes from preschool education include higher rates of high school completion, higher earnings rates for both the parents and children once grown, and reduced public spending on remedial education and services.  The Denver Preschool Program was approved by voters in 2006 and has since grown to become one of the highest enrolled programs of its kind in the country with 70 percent of Denver’s 4-year-olds participating each year.  The program helps all Denver families, regardless of income, pay for their children to attend a high-quality preschool of their choice.  The program partners with over 250 licensed preschools, rating them and offering coaching and grants to improve their quality.

Jennifer Landrum was appointed Chief Executive Officer by the Denver Preschool Program Board of Directors in May 2013.  She brings extensive policy experience in early childhood learning and development, including work on the 2006 Preschool Matters initiative that created the Denver Preschool Program.

As Vice President of Early Childhood Initiatives for the Colorado Children’s Campaign, she successfully advocated for state child care and early education policies that ensure every child has access to a quality early childhood experience and is prepared to enter school ready to learn and succeed. These initiatives included enhancing early childhood services – child care and education, family support and health care – through expansion of regional Early Childhood Councils. She helped pass legislation to improve the quality of infant and toddler care and increase the number of low-income infants and toddlers served by high-quality early childhood education programs.  And her expertise in early childhood education is reflected in legislation designed to align education systems from preschool through postsecondary education.

“The Denver Preschool Program is a critical component of the foundation that supports the future success of all children,” Jennifer says.


Prior to joining the Children’s Campaign Jennifer oversaw development, marketing and communications, child care referral, and public policy as Vice President of Advancement for Qualistar Colorado.  Jennifer has served on numerous boards and commissions including the Early Childhood and School Readiness Commission’s Governance Task Force, the Smart Start Colorado State System’s Team where she co-chaired the Policy Task Force, Colorado’s Early Childhood Summit, Pueblo Girl Scouts – Columbine Council and the Pueblo Workforce Development Board where she co-chaired the Youth Council. She currently serves on the Board of the Colorado Children’s Immunization Coalition and is a member of the Colorado Department of Human Services, Quality and Rating and Improvement System Implementation Team.

Jennifer holds a degree in technical journalism from Colorado State University and is a native of Pueblo, Colorado.
