Have you tried interval training? You can do it on the track or via fartleks. I don't enjoy the track so I rely on fartleks - basically 3 minutes at a faster pace (10%-15% faster than normal) and a 2 minute recovery (not rest) and I repeat it 3-5 times in a workout depending where I am in my training.
Our Canada Get Fit organized group offers a full program that incorporates speed workouts.
