Using jQuery in a drupal site

Hi everyone
I'm very new to Drupal but a seasoned vet as far as website development is concerned. I'm needing to know how to include my js utilities file to do various things on the site I'm working on (in drupal). I need to 1) make sure jQuery is loaded in the <script></script> tags in the head, and 2) call my utils.js file there also, but don't know where to do this in the files that make my theme.

Can someone help me? Thanks.
