You could always check out and for comparisons. I'm not sure that I would hire him as a ruby dev out of the box though. I'd put him with the front end guys and throw him a bit of rails stuff from time to time to get his feet wet before offering him a developer position. As such I'd pay him JS/HTML/WebDev salary DOE.
