RAILS_GEM_VERSION is properly set in both environment.rb files...

Then that may be your problem :) You need to ensure the correct
version of rails is loaded. Refer to my earlier email for details.
If these are separate apps, setting RAILS_GEM_VERSION in
environment.rb, or freezing rails, may be your best bet.
