I always have my rails sever running at home when I do dev work there. Of course I'm always connecting locally to hit it up but I've never had Comcast complain. I would venture to say they either don't check port 8000, or at the very least they don't run periodic portscans to see what's open. They wait on outside traffic to hit something on the inside network.
