In March 2012, Governor Brown issued an executive order directing state government to help accelerate the market for zero-emission vehicles (ZEVs) in California. A path toward 1.5 million ZEVs in California by the year 2025 with strategies and actions that state agencies will take to meet milestones of the executive order. (in this plan, ZEVs include: hydrogen fuel cell electricvehicles (FCEVs) and plug-in electric vehicles (PEVs), which include both pure battery electricvehicles (BEVs) and plug-in hybrid electric vehicles (PHEVs).)*
