Just wanted to clear something up since we have had a few mixed tables (i.e. mixed levels). The ability to play a scenario is based upon Tier (not sub-Tier). The chronicle sheet that is received by each player is based upon the sub-Tier played within the Tier. Note, "Within each tier, PCs should play in the subtier in which they fall whenever possible, but they may be allowed to play up or down, based on the average party level at the table, as outlined below." (Guide to Pathfinder Society Organized Play, pg. 32). The word "should" does not compel; it only strongly suggests. Thus, for a table with an average party level of 3+ playing a Tier 1-5 Sub-tier 4-5 scenario, a 1st level sitting at the table (because they were not able to play at a legal lower level table) would receive the Sub-tier 4-5 chronicle sheet. I.e. 1XP, earned PPs, Sub-tier 4-5 gold, and access to Sub-tier 4-5 rewards. Of course, that player would have to survive the scenario and the other players would be at a disadvantage because of the lower level of the one player in question, but other than that I see no restriction on what chronicle sheet that lower level player would receive.
