The LA Supreme Court has upheld the lower court ruling that School Choice voucher funding for private schools and/or other "non public school" course providers (ie online, businesses, etc) using the state MFP funds is UNCONSTITUTIONAL.
However.... determined to continue the "school choice' program, Gov Jindal and some legislators plan to use a numbers shuffling approach to remove "voucher"students from public school rolls and then re-allocate state funds to pay for these vouchers !! Plan B could also involve some tax increases !! An additional problem is that over $3 BILLION spent this school year on "unconstitutional" vouchers must somehow be repaid to the state!!! AND....the number of voucher students for next year is twice the number this year.
There is also some talk of having private schools who accepted voucher students pay the $$$ they received back to the state.
This decision throws a major kink into legislative budget negotiations for this fiscal session. The House Committee will meet tomorrow.
The decision regarding "virtual" courses also gums things up for the Gov , Supt John White and the LA Dept of Education. John White has already entered into agreements with companies to "assist" in procuring, matching, and providing these "unconstitutional" virtual courses to students. To do this, these companies need to have "student data"...... ie what has been sent to the InBloom Data Base. White has agreements with and appears to be sharing student data with two other companies, EdFi (owned by Dell) and Agilix. The supposed reason for all this data sharing is, of course, "to help the students" in their course selections.... from pre K into the workforce!!! Looks like the DOE via John White is allowing the sharing of data between all three of these companies !! How is this being paid for??? AND..... now that they can't use MFP $$$$ for virtual or private courses....... WHY are we even sharing data????
