This bill states that the STANDARDS will not "require" specific curriculum, textbooks, or data collection.

STANDARDS don't require these things..... the structure of high stakes testing and lack of data control is what we are worried about!!

Walt Leger's bill will put the adoption of content standards in the hands of BESE. (We are told it will fly out of committee) This will keep the Governor from signing us out of Common Core. However, this bill will give the reps and senators an opportunity to keep Common Core. So, I will go to committee and sit and listen. When the bill comes up for floor debate we will put out a floor note to make the choice clear to all. Then, if they support the bill, we will know their real heart. And if the Governor signs it, we will know his.

Note from a STOP CC activist: The original bill which was written by Leger and co-sponsored by Smith looked like a nice little bill which opposed federal funding of education standards, etc. However, something was thrown in there to put control of content standards in the hands of BESE. This morning, the bill appeared with 6 new amendments with 1 1/2 pages of new material inserted into this bill. Now, this bill has been amended to also give control of assessments to BESE and requires that these assessments be based on national content standards. (Sound a little like PARCC?) Oh, I forgot to mention that there was another amendment added that deals with student data collection under the control of BESE.

If this bill passes, BESE will be in charge of deciding and implementing our standards and assessments. This was done deliberately to take control from Governor Jindal. even if he were to remove us from PARCC and/or CC in the near future, this bill would let BESE reverse that. It is critical that we kill this bill. I will not be surprised if Leger and his cronies push this to be voted quickly on the House floor. This is sooo important. Time to act.

ACTION NEEDED:
Please read this bill and its amendments to see for yourselves and then encourage everyone you know to contact their representatives to vote NO to HB 953.. A YES vote for this bill is a vote for CC and PARCC.

PLEASE SEND THIS OR SIMILAR LETTER TO YOUR HOUSE REP ASAP!!

Dear Representatives:

Your vote on HB 953 authored by Representative Walt Leger will be a VERY IMPORTANT vote for the 2014 legislative session. HB 953 was amended in committee and will codify in law the requirements that Louisiana adopt national standards and an assessment to compare our students with other states. Rep. Leger admitted prior to the session that he had a “placeholder” bill that can be amended to outdo any changes approved by lawmakers during the session. HB 953 appears to be that bill.

Louisiana has currently adopted the national standards in Common Core and a state-to-state comparison in the PARCC assessment. The language of HB 953 will codify in law the current standards and assessment adopted by BESE and requires this in any future standards and assessments for Louisiana public school students.

As Rep. Leger previously stated, Common Core will be the “defining feature” of the 2014 legislative session and you will be defined by your vote on this bill.

A YES vote for HB 953 will be a vote for both Common Core and PARCC to federalize education in Louisiana.

A NO vote will be a vote against both Common Core and PARCC to ensure that education is locally controlled.

HB 953 moved quickly thru Senate Ed Committee and was passed in the full Senate.

This means, if the Gov signs it, HB 953 will become law and cement CC standards and testing in Louisiana.

TALKING POINTS ON HB 953

VETO HB 953 because:
1. This bill removes parents from the LA educational process of determining standards.
2. HB 953 destroys our state sovereignty over education by requiring "nationally recognized standards" and assessments that are defined by other states and tied to the "rigor" of the NAEP (National Assessment of Educational Progress) Test that is fully controlled by the FEDERAL Department of Education.
3. HB 953 requires that beginning in the 2016-2017 school year, the assessment "results" (from tests over which we have little control) will be used to evaluate our Louisiana students, teachers, and schools. Outcome based high stakes testing "results" which we do not control must not be the foundation of our state's educational system.
4. For our children, we need to : STOP COMMON CORE AND PARCC TESTING IN LOUISIANA.

URGENT ACTION NEEDED:
THE GOV. HAS THIS BILL ON HIS DESK!!

UPDATE ON HB 953 ........
AND SUGGESTIONS THAT WE ALLOW IT TO BECOME LAW???


Please continue to call Gov Jindal and ask that he VETO HB 953 and take action to get CC standards and testing out of our Louisiana Schools.

If Gov Jindal allows HB 953 to become law (ie ...he does NOT VETO it) he would be :
1. Endorsing the use of CC standards and testing in Louisiana by signaling his approval of current law and the additions to law in this bill
2. Endorsing the process of determining what our children will learn WITHOUT parental input. Please see the bill page 1 line 23 thru page 2 line 6 which clearly does NOT provide for parental input but does include other stakeholders such as "business and industry leaders".
3. ADDING a provision to the law that REQUIRES that our STATE test "allow for comparison of student achievement in other states". This would require a common basis for our state testing ie....... a "shared" test , participation in a consortium, or other "common " ground with tests in other states. This is different from requiring LA participate in NAEP testing which is a FEDERAL test....not a state test. See p. 2 lines 19-24.
4. Adding a provision to the law that would mandate that results of state assessments (tests) be used as the BASIS for student achievement, district accountability , and VAM (teacher accountability) starting in the 2016-2017 school year. Currently, these policies come from BESE and can be changed via a policy change....... HB 953 will make this LAW and require that the law be repealed in order to effect changes. See p. 4 lines 1-5.
5. Endorsing the 30+ lines of ADDITIONS/CHANGES to current law clearly stated starting on p. 3 line 6 and continuing to the end on p.4 !!!

IF Gov. Jindal signs HB 953 into law, he will lose ALL credibility in any fight to remove the CCSSI from Louisiana .


SUGGESTING THAT HB 953 SHOULD BECOME LAW????

Yesterday, the People, LLC posted a statement (FALSE FLAG?) discouraging Louisiana citizens from calling Gov Jindal to ask that he veto HB 953. However, it may help you to know that in a radio interview ( Charlotte's World Wide Web) on June 3, 2014, The People,LLC confirmed their view that the STOP CC movement is a "highly funded diversion" composed of people who are "attacking" them and their message regarding school choice. I know that this characterization of the STOP CC movement is patently false in most instances..... you might ask yourself if this applies to you!! Fighting to end the CCSSI is NOT an endorsement of vouchers, charter schools, etc.....
Why would anyone discourage the veto of this bill which clearly is an endorsement of the CCSSI? Why would anyone want another law on the books..... even if it
"does nothing" ?

The People, LLC are entitled to their opinion , of course, but if you are one of the thousands of LA citizens who see the scope and evil of the CCSSI....I would encourage you to call Gov Jindal to VETO HB 953 TODAY.
