A couple of weeks ago I called the permits office at the City of Houston and they could not find any requirement for photographers. I asked if they were sure and the clerk I was speaking to checked with her supervisor who confirmed that they did not have a requirement for permits from photographers.
I am still wary about that answer, so I checked with Houston Film Commissions website, here is a bullet from their homepage (http://www.houstonfilmcommission.com/).
No Filming Permits - There is no "general filming permit" required for filming in Houston. Some city entities such as Parks & Recreation and Traffic & Transportation do require departmental permits. For most projects, completing a quick and easy registration form and providing a certificate of insurance will usually cover all that is necessary. Police officers and/or Fire personnel will be required depending on the scope of the shoot.
I haven’t checked with the parks department permit division (didn’t know there was a separate one!) but it probably makes sense to check there.
