cycling thru rains... backpack with laptop problem - how to overcome?

I usually try to bicycle everyday to work. Not that I pedal fast or alike, but just ride to work at a leisure speed from Kukatpally to DLF-Gachibowli.
But from past one-week finding it difficult to continue because of the rains. I don't mind getting wet (wearing raincoat can help), but guarding the laptop is the problem.
Waterproof bags available in flipkart or usual stores are NOT actually 100% waterproof when there is a continuous rainfall. Laptop can get affected even by moisture.

How do other bikers attend to this problem - any idea? or they just stop pedalling during rainy season.
I am already doing that part of "wrap the laptop in a plastic cover" and then put that inside into the backpack bag.
But the shortcoming is that, the backpack becomes soaked-wet in rains and is not usable for next 3 or 4 days and also backpack takes lot of time to get dried.
So I would endup having to purhcase additional backpacks which is not a practical thing because what if it rains everday?
Some of the people recommended using a backpack-cover as shown in attachment.
Does anybody among you guys have it, if yes... how did you get it and what is the cost?
( -- online it is quoting as Rs.500!!!... and its out-of-stock... phew a hundred or two more, I can get a new backpack).
Also I was unable to locate that product on (india website).
Actually this can be even custom-stitched by using a large plastic-sheet and stitch in a "duffle shape" with an elastic boundary and
all this should not cost more (Rs.100 for material + Rs.100 for stitching + Rs.50 for add-on margin per piece)... so there is a
business opportunity here as this product can be sold to motor-bike users as well, but with language constraints,
perhaps I am unable to explain the tailor in the right manner and others who understand it are not-interested to "venture" into this new product.
OR any other workable alternative that anybody of you follows... pls do suggest.
