I haven't been at the meetup in a few months, so my opinion is hypocritical at best, but:

I feel pretty strongly that recruiters who want to tap user groups for talent should show up to meetups. A problem with the proliferation of recruiting firms seems to be that several (not all, but several) do not understand the community that they are recruiting from well. I think encouraging (or requiring) their presence at meetups is a way we can help that.

I am more involved with MNPHP than I am with Javascript MN, and it is common for recruiters to show up to that group and introduce themselves personally, which is responded to almost universally favorably. Particularly if they buy drinks afterwards (MNPHP has a somewhat more explicit "to be continued at the bar" agenda, probably because PHP tends to drive you to drink.)

On the flip side, I think it should be encouraged for members of the group who have opportunities open at their company to email the group directly. There is a huge difference between "I have several non-specific javascript opportunities available but I can't tell you where until you talk to me" and "we have a cool node.js project that we need to add a developer on at Acme Corporation which is great to work at because we have a 20 hour work week* and pool tables; also we write unit tests."
