Looks like they're not yet available to the general public but if you subscribe you can get notified about the developer kits when they're ready.­

Figured out that you first need to write them for a dev code and they ship it to you.

However they show this warning :
Warning! As this is an early access program, there will be numerous issues
with the firmware and service and installing the hardware and getting the
service running does have technical requirements. If you’re not comfortable
with this, we request that you hold off on purchasing dev kits at this stage
and wait until our next batch which will be available later this summer.

Now sure if it is worth investing time with electricimp at the moment. I wanted to have an arduino board with wifi chip.
