(got cut off) So I think a inspector and snippet library approach with panes to edit and save directly to the server That sit ON top of firefox/safari webkit... that way if you want to create layouts from scratch there would be libraries of html/css/jquery layouts, and if you could open/edit/save directly to local/server bitmap images (a photoshop lite similar to piknik) that would remove all local client side apps - it would be awesome. Kinda like a online http://mozillalabs.com/bespin/ & avairy combo.? But of course it needs to be fast so HTML5/Canvas would be the way to go.
