Is being cross-functional really best? What does it mean?

Many agile writers promote "cross-functional teams". Does this mean you should only hire developers who are also experienced in testing, and testers who have development knowledge?

The event will be held in the upstairs room at The Plumbers Arms. The sessions are informal and we are happy for you to eat the pub grub / drink during the meetup (the pies are pretty nice).
