Good for Wizards!
Rain of Blows was absurdly overpowered. It was better than the daily powers of about that level, but was an encounter. The new version is still very strong, but not comically so. Ditto for RRoT. |

Dual Strike now allows to attack two targets. While you can't focus fire on one target anymore, the ability to mark 2 targets with an at-will is extremely valuable for a defender. I'm even inclined to say, it's overpowered, hahaha. The whole marking thing is a major nightmare for monsters...

The new Rain of Blows is only slightly weaker than the original. The original required you to hit on the two base attacks to get the two extra attacks. Assuming a 50% hit chance, that works out to 3 attacks on average.
However, since most people using RoB typically have higher than 50% hit chance, plus usually wait to get combat advantage and perhaps an extra attack buff, their hit probability was more like 80%. So on average they would get something like 3.6 attacks. Under the new rules you would lose on average half an attack. However, if you happen to have less than a 50% hit chance (perhaps you're fighting a very high level monster), then the fix actually makes RoB more powerful since it guarantees you'll get 3 attacks. |

On dual strike - this will help create more of a distinction between the ranger, who delivers concentrated damage to a single target, and the fighter, who needs to mark as many people as possible. Previously people were using Dual Strike to make striker builds.
Note that the "explanation" here is completely misleading. Explanation: This revision updates the power’s format for clarity, and it revises the Hit line to exclude “Strength modifier” in damage so that the fighter is not achieving striker level damage with this attack. The explanations might have gotten mixed up. They removed strength modifier to damage from rain of blows, making it way more reasonable. Dual strike never got strength modifier to damage

I think the fix of RoB was a smart one.
It's now a "Twin Strike" or "Dual Strike" encounter power, unless you qualify for the 3rd attack. If you qualify, it's really just a reward for a non-typical fighter build, with high dex and unusual weapons. The removal of the STR modifier makes sure that the average damage of the power doesn't go overboard, without nerfing it too much. Any further nerfing of the power would have rendered it meaningless. Certain MC fighter builds can also profit from this, but it takes two feats unless you are a hybrid. One "focus fire" encounter power is totally ok, for defenders and strikers alike. I think this was the original intent of the power anyway. Any RoB lover out there can still keep the power. It's still good, but not upsetting anymore. Wise.
