If learning rails is your primary objective, I'd suggest going with sqlite; you won't have to worry about setting up a database server, ports, passwords, permissions, is-the-service-running, etc, etc.

Any machine bought in the last 5 years should be able to run it fine. If you have a machine older than that, you're doing it wrong and you should buy yourself a new one.
