I agree with Sergin. Depending on your level of programming ability, it might make sense to focus on rails first and then learn the rest as you need it or as you have time available.

Just use postgresql, it is the most advanced relational database and has all of the bells and whistles that you would  be looking for. Any machine bought in the last 5 years should be able to run it fine. If you have a machine older than that, you're doing it wrong and you should buy yourself a new one. Save yourself the hours of fake work comparing and contrasting and just use the best that is out there.
