It depends on the language you use, but you can go anywhere.

GitHub for newer languages, like JavaScript, Ruby (Clojure?)
SourceForge, the original has classics, including Perl, C/C++. See it's partners Ohloh & FreeCode (Freshmeat)
BitBucket hosts some PHP frameworks.
Java.Net neatly integrates into NetBeans.
Berlioz.de for German
