I have raised to 8 yr old pugs. I think when they get bored, they start chewing on the pads, or playing with them. Nothing works better than putting them in a schedule, walking them outside, and giving them a treat after they go outside. My kids no longer use the pads to pee or poop.

After a few months, the smell and frequent need to wash the grass became a hassle, so I switched her to a kitty litter which has been working really well for us. I used the pan from the portable potty, lined it with a wee-wee pad (this step optional) and then filled the pan/tray with crystal kitty litter from Petco. I left the potty in the same spot and she took to it right away. This has been the most odorless and least messy method for us and we have been doing this for months. I do sweep around the potty once a day since she's long haired, some (but minimal) litter does escape. However the we always make sure to buy the crystal litter, not the clumping kind) so that there is no litter dust problem.
