    For after the shot, it's a matter of rotating the layer slightly, then cropping a bit because now the edges are off. For during the shot... I don't know. Are you paying attention to such things, or concentrating on other things? Some cameras have grids in the view finder. See if that's an option you might have.

    I find it nearly impossible to maintain a straight horizon without some sort of aid, as I can't be sure I have my head on a perfect vertical when I'm lining things up in the viewfinder. So, I either adjust in post (as Mike said), or I use a bubble level that attaches to the flash hot shoe so I can verify that my camera's level on the tripod. Other than the horizon, it's a very nice shot.

    Someone wiser than me, please tell me how to use the straighten tool on toolbar in Photoshop Elements, I'm sure it's the same in Photoshop. Thanks!

    I don't know if it works the same way in PS Elements, but in PS, there's a straighten tool within the crop function. You click it and drag it along a line you want to be straight. The image will automatically rotate to set that line to horizontal (or vertical, if that's the case).
