There is a released gaming system based on the B5 setting ... http://www.rpg-resource.org.uk/index.php?article=422&visual=6 ... from what I understand, it's d20 based (although I haven't actually played it myself).

It also probably wouldn't be too hard to take a number of Sci Fi or Generic gaming systems and build a B5 campaign.
