David Cuillier is a newsroom trainer for SPJ, Freedom of Information Committee chairman 2007-11, and co-author with Charles Davis of “The Art of Access: Strategies for Acquiring Records.” He is a former reporter and editor and now is director of the University of Arizona School of Journalism, where he teaches courses on access, and conducts research on access strategies.
