I recently became involved with an organization called Dogs Deserve Better which is a national organization dedicated to helping chained/abandoned/neglected dogs. There is now a function where you can report the address, condition and circumstances of a dog who you know of to Dogs Deserve Better. They will then send the property information about why chaining is dangerous, as well as paper work offering help to remedy the situation (help build fence, house train, or, allow them to give the dog to Dogs Deserve Better, etc).
You can report here. You can also call the SPCA ( be warned, they will typically transfer you to an animal control officer who seems very apathetic.) The SPCA probably won't do anything other than drive by, but it does help to build a record of the abuse. If it is a serious situation that calls for immediate attention it would be best to call the SPCA. Thanks, Aubrey |
