After the May meeting I took the good suggestions and re-did my paper encoder disk to use aluminum foil to get much more reflection of the IR beam. This is the foil spray-glued to a piece of thing cardboard and then a new disk glued on top of it. The white areas were cut out and removed. After the glue dried, this was cut down to the size of the wheel. See the next picture for the final product.
