Which is more important in electing a person for public office?

With all the hoopla over who's best qualified to run for which office it's hilarious to me how people cherry pick what they like and ignore the rest. So the question is simple. Ignoring the FEW that maintain outstanding moral fiber AND have a stellar record of public service. Only a select few can be a Tillie Fowler or a Ron Paul.
