    Check out if you have not. Internet Explorer 8, and below, does not fully support HTML5 or CSS3. A desktop version of Firefox, Safari, or Chrome is required to see a responsive webpage adapt. If you are using IE 8 or below a responsive website will not adapt when the viewport is re-sized. Thumbs-up if you are using IE 9 or 10. They are GUI, geeky, goodness. *;)

    It all began way back in 2000 with "A Dao of Web Design". Still a great read if you are wondering, "What's the point?".
