Illinois Task Force on Social Innovation, Entrepreneurship, and Enterprise

Dear colleagues:

I’m happy to confirm that the Task Force’s next meeting will take place in Room 9-040 (Ninth floor, Suite 40) of the James R. Thompson Center, 100 W. Randolph Street, Chicago, at 4 p.m. next Wednesday, October 24, 2012.  The meeting is expected to adjourn at about 6 p.m.

For your planning purposes, we will also meet at the James R. Thompson Center on Tuesday, November 27, 2012, at 4 p.m.  At that time, in addition to our regular business, the Task Force will hear testimony from Professor Jeffrey Liebman and Mr. Ryan Maley, who have graciously agreed to contribute to the Task Force’s understanding of social impact bonds, a promising new approach to government financing of social service programs.

Professor Liebman is the Malcolm Wiener Professor of Public Policy at Harvard University; an expert on tax and budget policy, social policy, and program evaluation techniques; and a former Acting Deputy Director of President Obama’s Office of Management and Budget.  With funding from the Rockefeller Foundation, he leads the Kennedy School’s social impact bond technical assistance lab.  Mr. Maley is a director of the Aurora-based Dunham Fund, which has expressed interest in funding an Illinois social impact bond.

As a disaster relief and Community Economic Development (CED) specialist for about 25 years mostly in Illinois, I am so proud of the State for passing Benefit Corporation legislation. I am also grateful for the Governor's leadership in establishing this Task Force under the able stewardship of Mr. Lane. As a result of these initiatives, I am in the process of helping incorporate several new cause-oriented CED Benefit Corporations to help "Expand the Circle of Success" using the Benefit Corporation model thanks to B Lab.

    We are also preparing to help demonstrate how harnessing the power of Crowd Funding through the Jobs Act can not only foster innovation, collaboration and job creation, but these new unprecedented resources will enable millions of non-accredited investors to participate in start-ups in greatly expanded ways and help address the social, economic and environmental challenges we face together.
