Let's join up with the Hungry Hikers on their monthly dinner trek to Tijuana. This time they're heading to the well-known Palacio Royal, a Chinese 餐館 in business since 1996. There is a fairly large Chinese population in Baja California (see http://www.sandiegored.com/noticias/22518/15-000-Chinese-migrants-thriving-in-Tijuana/ ).
Meet me, Tokyo Jim, in the rear of the last trolley car on the 15:38 Green Line departure south from Old Town Transit Center, or for the Blue Line south departure from 12th & Imperial Transit Center at 16:15, or meet at 16:30 at the Bayfront/E St. station (free parking available). We will board the 16:35 southbound train. A Day Pass is $5, plus $2 to buy a Compass Card if you don't have one. You can also buy two separate $2.50 one-way fares. 老人 can pay $1.25 each way.

You should be comfortable with a one-hour walk in each direction, at a fairly decent pace.
Regarding food quality, I would keep your expectations very low, and don't expect good value either. Rather, consider it part of the whole adventure. Bring your passport, and I-20 or other documentation if applicable.
