I suspect what makes art anarchic also makes innovation and initiatives anarchic. That is another reason why the lack of innovation was so abundant in the former communist block. The communist state was typically organized as one single giant hierarchy.

And the philosophical part is why art is anarchic. I'd like to find out deeper reasons, not just because Russell said so.
