Basically, this sounds like the St George's Day celebrations, but much better, and with lots of boats!
Canalway Cavalcade is a unique waterways and community festival arranged by the Inland Waterways Association at Little Venice in London since 1983. (The booklet about it can be viewed at http://issuu.com/waterwaysassoc/docs/canalway_cavalcade_programme_2014)
There’ll be fun for all the family with a boaters’ gathering, a pageant of boats, trade shows and stalls, live music, kids’ activities, competitions, Morris Dancers, a real ale bar, a wide variety of snacks and food.

Let's meet in Paddington station beforehand; the pub is at the top of the glassed-off section with various shops and cafes - it's the only place I know near there suitable for a group! And yes, it also has sofas.
