Since we are on the subject - at what pressure and temperature (I'm assuming it is a standard atmospheric pressure and temperature, 14.7psi at 70 deg F) does the quoted electrolysis cell efficiency occur?  Wouldn't it be higher at a higher temperature and pressure or is that the maximum theoretical efficiency that can be achieved?  I know from looking at various sources there tends to be a lack of detail when efficiencies are given nor are the assumptions usually listed.  Leads to a lot of confusion. Just curious.

The production of hydrogen from electricity is 60% efficient,
according to Siemens, but the production of electricity from the
hydrogen would also be about 60% efficient.  So the complete round
trip of storing and recovering electrical energy is .6 X .6 efficient.
That would be .36, but the hydrogen to electric conversion is
actually less that 6% efficient, hence the .33 figure.
