St. Louis Game Developers Message Board › IGDA Chapter

As we discussed in the meetup last night, there's been growing interest in an IGDA chapter for the Saint Louis area. I've done some research, and here is the process:
1. Gather at least 10 members of IGDA (become a member at http://www.igda.org/)....
2. From those members, select a board of directors of at least 4 people.
3. This board holds a private election for Chair, Co-chair, Secretary, and Treasurer.
4. We send the results of all of this to IGDA, they send us some paperwork to fill out, and we're done!
If you are interested in being a part of an IGDA chapter for Saint Louis, send me an email at firstname.lastname@example.org with your first and last name, your email address, and your IGDA membership number. If I receive 10 or more of these by the end of next week, I'll set up a meeting time those who responded to start on Step 2. If I don't, I'll contact those who did respond and we'll figure out our next course of action as a group.
Finally, I want to make it clear that not joining at this stage, or not becoming a full, paying member of IGDA does not mean you will be excluded from IGDA events, and the creation of an IGDA chapter will in no way take over or eradicate this meetup group. The goal is to setup a complementary organization and help establish Saint Louis as a game development city and further grow the game development community.

So.... I guess I don't actually understand what this is supposed to mean? I feel like I'm missing some huge chunk of common knowledge...
What is IGDA? What is it for? What does being a chapter of it mean? Is this something that helps me, individually as a game developer, or is this something that allows me to help other game developers?
