Your friend is correct although the filing dates are January and July, not June. There are several more filings as well as you get closer to Election Day.
That does not apply to candidates for federal office who must file with the FEC and not the state BOE. Also, the federal threshold is $5000, but the state is only $1000.  
If you are running, you need to (1) get a separate taxpayer ID number for your campaign committee, (2) appoint a Treasurer (who will be personally responsible for filings so make sure it's someone reliable), (3) open a bank account in that name and number and (4) have the Treasurer talk to me. 
Also I mistakenly told you the signature total is 2700 for state senate. It's actually 3000.

  • Hi Gigi, I made a quick call to NYS Elections, to clarify my already understanding of the campaign laws. And the person, on the phone, only confirmed what I already knew. Basically, if you intend on getting donations in excess of 1000 dollars then you must register with the state even though the election cycle for state is next year, you still need to register with the state as soon as you know you will be getting donations that will exceed 1000. The person on the phone said there are filings 2 times a year and January is one of them, and June is the other. So if you know you are going to get donations that exceed 1000 then you will have to report a filing in June since you only started collecting after January. Not following the rules could lead to penalties of sorts, according to the person I spoke with. I just want to put in a disclaimer. I'm not an attorney and the information I just gave you is only information that I believe to be accurate but cannot be relied up and that it is up to you to verify this you with the NYS Election Board.
