All of the obvious ideas: expand the light rail, place another PATH stop or two in JC, plant more trees along the sidewalks, ban idling, fill the parking lots with green space or buildings... And, importantly, ENFORCE THE TRAFFIC AND PARKING RULES! Cars should not be sat idling in crosswalks, and police should not pass right by them blindly.
