The Hillsborough County BOCC meeting to be held Wed., 2/22, has the following agenda item:10:15 AM B-5
LIST OF ITEMS SCHEDULED FOR A TIME CERTAIN
Direct the County Attorney's Office to schedule and advertise one or more public hearings or workshops regarding the proposed draft ordinance, calling for a referendum for the voters to consider a charter amendment to expand the number of single member commission districts from four to five. Approval of this item will have no financial impact on the FY 12 Adopted Budget.

It appears that a vote will be taken at BOCC Wed meeting whether to schedule public hearings on this issue. This change would require a county referendum to be voted on.
