"Rural Innovation" sounds like a meet-up about fixing farm equipment. Not that there would be anything wrong with that, although I wouldn't attend in that case. From the description and past meet-ups, though, I know your intended meaning. And I am looking forward to another great tech meet-up!

How about "tech entrepreneurship in rural communities" .. or maybe "small towns"? Although I bet we'd all be surprised to learn about the kinds of innovations and technology advancing the "field" of agriculture nowadays (pun intended)

It's not a big deal, but I'd stay away from "rural" since it invokes countryside but also agriculture. I like the "Why startup in central PA?" by itself the best. "Tech entrepreneurship in small towns" is good, too. Nice pun, by the way.
