From what I've been told, the event is sold out.
I am not in charge of it, nor am I attending, but I highly doubt that it is legal in the U.S. for a public museum to restrict an event to only certain nationalities.  I don't know why you would think that only French are allowed to attend. The museum surely wants everyone's money, regardless of nationality.

We will celebrate Bastille Day  Sunday July 14 from 7:30pm to 10:30pm at the Museum of Fine Arts of Houston (5601 Main Street).
Bastille Day is organized by the Consulate General of France in partnership with the French-American Chamber of Commerce (FACC), the Alliance Fran├žaise of Houston, the Texan-French Alliance for the Arts and Houston Accueil.
Members of the French community are invited to attend.
The entrance is free however an invitation is requested, except for children under 16 years old. These invitations are available:
- at the consulate (777 Post Oak Boulevard, suite 600, Houston 77056), from 8am to 12:30pm starting July 2. 
- at the FACC, 3100 Timmons Lane, ste 350B, Houston 77027 starting July 2, between 10am and 5 pm. 
- at the Alliance Fran├žaise (427 Lovett Blvd , Houston, Texas 77006), from 9:30am to 1 pm and from 5pm to 8pm starting July 8. 
- Houston Accueil: contact Ghislaine Thomsen, tel :[masked] starting July 2.
Jessica E Jones from Opera in the heights will sing the French and American anthems. A talented group of jazz musicians : "Young Sounds of Houston Jazz Band (University of Houston Downtown) and accordeonist Joe Brikha will provide musical entertainment for the evening.
Typical "Buffet campagnard" and French wines will be offered.
