At PSSS we are proud that we have a non-existent budget, because we believe it is our responsibility to hold ourselves and our public officials accountable for taxes paid and services rendered. Unfortunately, some of the people at the Washington West Civic Association believe that because they have not raised the amount of money they would like, this entitles them to impose on Washington Square residents a Neighborhood Improvement District (NID). This is NOT just about “greening and cleaning” as NID supporters would have us believe. A NID is a ‘non-elected’ ‘government authority’ that is given the right to impose taxes, incur debt, and acquire property through gift, purchase, or eminent domain, and much more. This would be the first NID in Philadelphia (there are several BIDs - Business Improvement Districts). Similar efforts were stopped in Callowhill and Temple University areas.

Fact: Wash West Neighborhood Improvement District (NID) would create a new municipal authority with the power to impose liens on property, incur debt and exercise eminent domain.
Fact: NID would be controlled by small number of unelected private citizens.
Fact: All private property owners in the Wash West area would have an additional tax based on property tax, which could go up as property taxes increase.
Fact: By law, NID will be established unless 51% or more of impacted property owners write in opposition to establishment. The law states that property owners who do not object in writing to the NID are in favor of it.
Fact: Once established, the NID cannot be dissolved for at least five years. Dissolution of the NID would require 51% opposition and approval of City Council.
Fact: The self-appointed NID Steering Committee has already spent $9,000 donated by Friends of Kahn Park, Wash West Civic and Washington Trust to conduct a feasibility study that did nothing more than package existing information.

• Attend the Wash West Civic meeting this Tuesday, June 10; Jefferson Alumni Hall (1020 Locust Street), Room 207. Bring neighbors! Voice your opposition!
• Email our grass-roots organization at StopWashWestNID@gmail.com to stay informed and get involved.
• Register on the Wash West NID site: http://washwestnid.org/about /. Include a message requesting you be notified of all future NID meetings.
• Make your opposition to the NID known:
